摘要

县域经济竞争力是指一个县级区域相对于同类区域能否更有效地进行资源优化配

置的能力，属于区域竞争力研究范畴的一部分。对县域经济竞争力进行科学、全面的测

评，不仅有助于地方政府更好地制定县域经济发展战略，而且对于提升当地企业竞争力、

省域竞争力，乃至国家竞争力，也起着重要作用。

论文首先界定县域经济及其竞争力的内涵与特性，并对有关县域和区域竞争力研究

现状进行评述。然后介绍四种用于社会经济系统指标体系设计的一般性方法论原理，阐

述各原理的实现步骤。在此基础上，借鉴区域竞争力测评中的有关理论，结合县域经济

特点，对县域经济竞争力的影响因素及其作用机制进行个案归纳及理论分析，明确影响

县域经济竞争力的作用主体及其作用方式，建立了县域经济竞争力影响因素分析框架，

并细化为相应的测评指标。最后，对长三角地区县域经济的特点进行分析，指出其与国

内其他主要地区县域经济相比所具有的差异之处，并相应提出若干差异化测评指标。

本文主要创新性工作有二：

１、基于区域竞争力相关理论，并遵循一般性指标体系设计方法论原理，建立了我

国县域经济竞争力测评指标体系。结合县域经济特点，按照从个案归纳到理论推导

和从影响主体确定到系统结构分解 以及评价主体动机分析与评价客体换位思考

相结合等三种影响因素分析及指标体系设计的方法论原理，对长三角地区县域经济竞

争力进行系统分析，并建立可行的评价指标系。

２、总结长三角地区县域经济特色之处，提出长江三角洲县域经济竞争力所独具的

五个差异化指标，即：第一要注重整体经济实力，这样长三角地区方能具有更强的经济

辐射能力；第二要注重教育、文化与市民综合素质，深厚的文化底蕴和人才资源优势是

长三角现代化推进的重要牵引动力；第三要注重城市化程度，这是近几年乃至今后一段

时间内社会经济迅速发展和现代化推进的重要因素；第四要注重基础设施，这是全球化

格局下的现代市场经济发展的重要依托；第五要注重软竞争力，较为健全的法制化、制

度化，办事效率，社会治安等环境建设可以使得该地区具备低廉的进入成本和经营成本。

The Competition capabilities of County Economy is the ability of a county how to more efficiently than

other counties take advantage of resources, which is a part of regional economy. The scientific and

integrated measurement is advantageous not only to scheming the development plan of county’s economy

but also to raising the capabilities of a corporation, province or state.

First of all, I will define the county economy and the Competition capability. And I comment on the

situation of the competition capability of county’s economy. Then I will introduce 4 principles that are used

to design the index system of society’s economy. And introduce how to use them. On the basis of that, I

will analyze the competition capability of county’s economy, define how the competition capability of

county’s economy works, and build up a analytical methodology on the competition capability of county’s

economy and go into the detail. At last, I analyze the features of the competition capability of county’s

economy of Changjiang area; and point out the difference between Changjiang area and other ones of state.

There are two innovations in my thesis.

1. On the basis of the principles of the competition capability of regional economy, and following

the common principles of designing the index system, I build up the index measuring system of the

competition capability of county’s economy of our state. I follow the principles that are used to design the

index system of society’s economy, including from case study to theoretical inference, from defining

factors to analyzing the structure, and exchange thinking in analyzing the feature of the competition

capability of county’s economy of Changjiang area and build up an index system.

2. I sum up the features of the competition capability of county’s economy of Changjiang area.

Furthermore, I will point out 5 unique factors. First, I pay attention to the whole area’s economy. Second, I

pay attention to education and culture. Third, I pay attention to urbanization. Fourth, I pay attention to basic

installation. Fifth, I pay attention to the soft competition capability
