大学生医疗保障制度现状与对策研究

摘要

目前，我国城镇职工基本医疗保险制度已经开始向城镇居民医疗保险过渡，

适用范围逐步扩大到了灵活就业人员、进城务工的农民工、个体工商户以及城镇

非就业人员等。与此同时，农村也在逐步试点推行新型农村合作医疗；少儿医疗

保险也开始在上海、深圳等地出现；而对在校大学生医疗保障问题，没有形成共

识，各个地区或者学校根据自身的情况采取了不同的模式，在全国尚未形成统

一的政策。本研究将通过对上海大学的医疗保障进行分析掌握公费医疗实行情况

校医院运行现状、大学生的卫生服务需求、健康保障意愿等第一手资料，并在调

查研究的基础上深入分析各种因素产生的影响，了解目前大学生医疗保障存在

的问题，从而提出基本的解决思路和政策建议，旨在保障大学生的基本健康权

益。

Abstract

At present, the basic medical insurance system has already begun the transition to

medical insurance for urban residents, the scope of application gradually extended to

the flexible employment personnel and the migrant peasant workers, individual

businesses and urban non-employed personnel. At the same time, rural areas are

gradually implementing the new rural cooperative medical care pilot; children's health

insurance began in Shanghai, Shenzhen and other places there; and there is no

consensus to college students in health care , the various areas or schools take a

different model according to their own circumstances, not a uniform national policy.

In this study, by analyzing health care and public health services practice in Shanghai

University, and master the situation, school-run hospital status, health service needs of

students, first-hand information such as health insurance, and in-depth analysis of

various factors impact based on investigation, understand the current health care

problems in college students to propose ideas and policies to solve the basic

recommendations to protect the basic health rights and interests of students.
