上海市浦东新区电子政务建设中存在的问题与对策研究

摘要

上海浦东新区的电子政务建设开始进入一个非常关键的时期，即从基础建

设到全面应用的深刻变革时期。特别是党的十六大将加强电子政务作为一项基本

国策写入新的五年规划，电子政务在推进政府管理创新方面将起到革命性的作

用。如何更深刻地理解和认识电子政务的目的、作用，如何更科学合理地开展和

发展这项工作，正成为政府领导人、电子政务建设管理者、IT 业界人士乃至社会

公众日益关心的问题，它迫切要求我们从理论和实践上积极探索、总结经验。本

文以上海市浦东新区电子政务发展的历程为背景，分析了上海市浦东新区电子

政务的发展的实践探索，并分析了电子政务网落后于基础建设，运行管理机制

不规范，资金问题成为制约政府部门网站发展的瓶颈，在线直接办理项目太少，

网站互动性较差，不能提供协同办公或并联审批业务，部门网站之间发展不平

衡等这些问题所在。并分析了引起这些问题的原因，最后指出发展浦东新区电子

政务的对策，加强领导和科学规划，加强政府跨部门协作以及资源整合。建立长

期有效的“以评促建”机制和考核体系。从立法上为政府职能转变提供保障。实

行首席信息官制度。本文的研究成果以对上海电子政务的发展提供一些参考。

Abstract

Shanghai Pudong New Area of e-government construction has entered a very crucial period, from

a comprehensive application infrastructure to the period of profound change. National Congress

Party in particular, will strengthen e-government as a basic national policy to write a new five-

year plan, e-government in promoting innovation in government management will play a

revolutionary role. How to gain a deeper understanding and awareness of e-government purposes,

roles, how to develop and more scientific and reasonable development of this, is government

leaders, e-government, IT industry and even public interest issues which urgent requirement to

explore the theory and practice, lessons learned. In this paper, the development of Pudong New

Area E course as the background of the Shanghai Pudong New Area, the development of e-

government practice and exploration, and analysis behind e-government network infrastructure,

operation and management mechanism is not standardized, financing constrains government

bottleneck in the development department website, online direct handle item too small, interactive

Web site is poor, can not provide approval of the cooperative office or parallel operations

department website imbalance between the development of these problems. And analyze the

reasons that caused these problems, concluded that the development of Pudong New Area, e-

government measures, strengthen leadership and scientific planning, strengthening inter-sectoral
