政府自利性分析

摘要：政府不单代表公共的利益，固有地具有公利性特征;而且政府也追求自身利益，

因而必然受到自身利益的驱使。公利性是政府存在的逻辑基础和追求目标。政府拥有公共管

理属性应优先代表公共利益，这是其符合其逻辑前提和本质基础。这一概念已变成现代政

府的法律基础。与此同时，我们也应当看到各种形式的政府都具有自利性的诉求，因为人

的生存发展与此是紧密联系的。

政府自利性，是政府的另一种属性，这种属性是区别于公利性的一种次要属性。它体

现为政府为实现自身的利益而发出的行为，但是社会公共利益与政府利益存在相同的方面

或不相同的方面。

在社会主义市场经济高速发展的大背景下，转型期的社会出现了重大改变，利益格局

和利益关系都出现了重大变化，政府自利性行为的扩张使得利益分配格局不平衡，寻租行

为泛滥，对社会公平与正义是一种很大程度的挑战。对政府自利性在公共行为中影响的有

效解读，可以帮助我们创造有效的政府利益分配模式，提高公共行为的公正性和有效性，

有效减少社会建设和发展中的政府失误行为，促使社会公平正义，推动社会主义的和谐建

设，更好地保证和维护好社会的公共利益，这正是该选题的意义立足点。

Abstract

Government, not only in the public interest, inherently has the characteristics of

public interest; and the government also to pursue their own interests, and must
